Fixed Inquisitive Enchant Bug (Custom Enchants)

What happened:
Inquisitive and Master Inquisitive enchant do not appear to work. (No extra mob drop XP)

Vanilla, Inquisitive 1, Inquisitive 2, and Master Inquisitive 1 enchants tested.
Tested using the same mob farm, with each enchant taking the same time to get from level 30 to level 60 (within 10 seconds of each other).

Did some more testing and this bug does not be fixed using the same mob farm (enderman).

Tested Vanilla, Inquisitive 2, and Master Inquisitive 1, all taking the same time to get from levels 30-60.
